Govt open to consultation

LOCAL Government Minister Chandresh Sharma has assured animal activists that Government is open to consultation on the enforcement of the Dangerous Dogs Act of 2000.

At a conference on the Act at the University of the West Indies, St Augustine, yesterday, a number of animal welfare groups expressed concern that the Act, which is modelled after a United Kingdom law, will fail as it seeks to persecute specific breeds, while falling short or addressing responsible ownership for all types of dogs.

The State has been under pressure from much of the public this year to bring the Act into motion, following a spate of attacks on citizens, including the mauling of a four-year-old boy and killing of a 46-year-old woman.

The cases of Ezekiel Renne-Cambridge of San Fernando, and deceased victim, Denise Rackal of Chaguanas, were two of the driving forces behind the call for government to enforce the Act immediately.

In the case of Renne-Cambridge, who is still recovering from the attack, the owner of the dogs, a German Shepherd and a German-Shepherd mixed with Akita, businesswoman Vidya Emrith, has been charged for allowing the dogs to "go at large" without being properly muzzled.

The charge carries a fine of $200 or one month's imprisonment.

Yesterday's forum was hosted by Purina, manufacturers of premium dog chow, as well the Federation for Canine Control and Registration of Trinidad and Tobago (FCCRTT), the Trinidad and Tobago Society for the Prevention of Cruelty to Animals (TTSPCA) and the Animal Welfare Network (AWN), among other smaller groups.

In a brief, impromptu response, Sharma promised to have his ministry take an active role in animal care and control and to look at the function of regional corporations in that respect.

"If you are asking if we are open to consultation, the answer is a big 'yes'," Sharma said.

Speaking on the Act, attorney Rajiv Persad of Trinity Chambers said such legislation has been largely condemned by many reputable animal welfare institutions around the world, while the UK model appears to have failed.

The local version also leaves many loopholes because of its breed-specific nature, as victims of attacks by other types of dogs will not have the legal framework to back their claims in a court.

The 2000 Act pinpoints three breeds as being inherently dangerous — the Pitbull Terrier, the Japanese Tosa and the Fila Brasileiro.

Persad said the reasoning behind the legislation should be questioned, as its functions appear to be the eventual phasing out of certain types of dogs.
