The numbers are in and they don't look good. Adequate Yearly Progress reports are out for all school divisions across Virginia. In our area not a single school system made the federal benchmark for the No Child Left Behind Act. 

Only four school divisions in the entire state made AYP this year, 128 did not, including every school systems in central Virginia and the Shenandoah Valley.

Adequate Yearly Progress is a federal measurement of how public schools are performing in the United States. To make AYP this year, 86% of students had to pass reading tests while 85% had to pass math tests. The eventual goal is to have a 100% pass rate by 2014.

But educators say that is simply impossible. Augusta County Schools Superintendent Dr. Chuck Bishop said, "It's not because teachers aren't working hard, students aren't working hard. It's very difficult to continue to hit that moving target and expect students, all students, to get to the same place at the same time."

Thursday morning, the Virginia Department of Education called for a complete overhaul of the No Child Left Behind Act saying it has outlived its usefulness.

Superintendent of Public Instruction Patricia I. Wright says the latest Adequate Yearly Progress (AYP) ratings for Virginia schools and school divisions show that the 10-year-old accountability system established under No Child Left Behind (NCLB) has outlived its usefulness and should be overhauled. 

Because of the intricacies of the AYP calculation and higher benchmarks, only 697, or 38 percent of the commonwealth's 1,839 schools, made AYP based on achievement on 2010-2011 state tests. Sixty-one percent of schools made AYP during the previous ratings cycle. Only four of Virginia's 132 school divisions made AYP based on 2010-2011 achievement, compared with 12 during the previous cycle. 

Wright said she will recommend that the state Board of Education ask U.S. Secretary of Education Arne Duncan for a waiver from NCLB's increasingly unrealistic requirements. On Monday, Duncan announced he will provide a process for states to seek relief from key provisions of the law, with the specifics to be announced next month.

LANCASTER – L-L League football media day was Friday in Manheim, and Blue Ridge TV-11 put together videos of the six teams it covers.

This video features an interview with Garden Spot coach Matt Zamperini and includes some highlights clips from last season, when the Spartans rebounded from a 0-10 2009 campaign to go 4-6 and just miss out on a trip to the District 3 Triple-A playoffs. And don’t forget: Garden Spot was a district semifinalist in 2008.

So it’s been an up-and-down couple of seasons for the Spartans, who are set to embark on their final season in Section 2 before shuffling off to Section 3 for the 2012-13 cycle because of L-L League realignment. Lancaster Catholic requesting a move from Section 3 to Section 1 got the ball rolling for the move, which will send Ephrata from Section 1 back to Section 2 and Garden Spot in Section 3 starting in 2012.

The good news for Garden Spot is that athletic, play-making QB John Armbrust (and some horses in the trenches) is back to pilot the offense. The bad news is that thumper junior RB Adam Haas, who had a breakout soph season last fall, will miss the season because of a torn ACL in his knee.

Garden Spot made some big strides last season. Expecting the same thing this time around – in the Spartans’ last go-round in Section 2.
