City OKs complex that varies from ordinances

Hendersonville City Council last week agreed to allow a proposed apartment complex project to exceed the maximum height limit by a foot and add more units per acre.

The planned 21-building apartment complex will consist of 360 units on Chimney Rock Road near Ingles. Triangle Real Estate of Gastonia plans to build the apartments on 29.89 acres, according to the city's Planning Department.

William Ratchford, vice president of Triangle Real Estate, said his company owns Brittany Place close to the site of the proposed project, which will be called Ballantyne Commons.

"We envision Ballantyne Commons as a upgraded class or version of Brittany Place," he told the council. "We will be offering one-, two- and three-bedroom apartments. It will be a higher-class apartment with a brick, stone and vinyl exterior."

Ratchford said the company has seen growth in Hendersonville and feels the project will fill a housing need.

"It will be a multi-phased project," he said. "If we get approval, we plan to start building in the fall or next spring."

They chose Chimney Rock Road, Ratchford said, because they knew the clientele in the area and feel the community was a good fit for their company.

The council unanimously approved the height limitation exemption, allowing the maximum building height of 35 feet to be exceeded up to 36 feet in the areas shown on the plans; the density bonus to allow 12 units per acre instead of two to eight units per acre; and a special use permit.

Ballantyne Commons is to be constructed in two phases. Tom Jones with Lapsley and Associates said this is a 30-acre project to be built in two phases.

The first phase will be 18 acres with 200 units and the clubhouse and pool. The second phase will be 160 units. Because of fire access regulations, when they start the second phase, a second road will be built through the Fox Chase development. Phase two includes the construction of a road connecting Ballantyne Commons to Half Moon Trail in the Fox Chase development, which is approved for 83 residential units.

Both parcels, which Ballantyne is requesting to build on, are zoned planned residential development.

The site plan includes parking lot landscape islands and planting strips.
